CNBC said that this was not an opinion survey and that each state was ranked based on a set of 56 measures of competitiveness. Those 56 measures were then broken into 10 broad categories, which were weighted.

The Nutmeg State struggled mightily in a number of categories, including economy at 49th, cost of living at 48th and cost of doing business at 47th, according to CNBC.

Connecticut placed in the Top 10 in only two categories: education at fifth and access to capital at seventh.

The only states to rank below Connecticut in the survey were Alaska, West Virginia, Hawaii and Rhode Island. Neighboring New York was ranked 40th.

The top state in the survey was Georgia.
