The Board of Legislators passed the bond act, 15-2, on Monday, April 7, according to a press release. The legislation authorizing the bond was sent to the board after being reviewed and approved jointly by the Budget & Appropriations Committee and the Economic Development & Capital Projects Committee, according to the release.
Legislator Sheila Marcotte (R-Eastchester, New Rochelle, Tuckahoe), who also sits as the chair of the Budget & Appropriations Committee, commended the county Department of Public Works and county Parks Department on "their hard work, recognizing, particularly, the environmental concerns at this location," according to the release.
"This is a very important and very challenging project. Because the lot borders the Bronx River and is on a floodplain there are few options available to us to manage the groundwater effectively," said Marcotte. "Our DPW and Parks Department are evaluating strategies to lessen some of the flooding problems that have plagued this lot, while considering the impact that rainwater runoff will have on the Bronx River."
The project includes "replacing the existing ticket booth and adjusting the traffic flow to achieve a higher level of safety both for commuters and county employees working at the facility" as well as new lighting, according to the release.
"The footprint of the parking lot will not be expanded during the rehab but In addition to resurfacing and realigning the lot the spaces will be reconfigured," representatives said in the release.
Legislator Michael Smith (R-Mount Pleasant, North Castle, Pleasantville) said "that while this work is going on for approximately six months, the lot will not be closed," according to a release.
"One of the bidding requirements for the project is that the contractor would coordinate with the County and Metro-North to devise a work plan and 'nights and weekends' schedule that minimizes the impact on commuters and other parking patrons who rely on the facility," Smith said. "Convenient and efficient mass transit is critical to our economy in Westchester County. We must make sure the facilities that we are responsible for are safe, secure and in optimal condition. Bonding for these funds will ensure that this parking facility will serve our commuters well for many years to come."
