The former president of the Westchester County Chiefs of Police Association got his start in Scarsdale as an officer 37 years ago after transferring from the Newburgh Police Department in 1978. His retirement becomes official at the end of the month.

Current Scarsdale Police Capt. Andrew Matturro will succeed Brogan as the chief of police.

Brogan’s career in law enforcement started as a member of the New York State Park Police in 1975 before he spent a year in Newburgh patrolling. Since moving to Scarsdale, he has ascended the ranks from patrol officer to communications and patrol sergeant to patrol section commander before reaching the rank of chief 12 years ago in May 2002, replacing his retiring mentor Don Ferraro.

An active member of the local rotary club, Brogan also served as a member of the Chiefs Operations Committee, the state Association of Chiefs of Police and the International Association of Chiefs of Police. He is a graduate of the inaugural session of the New York State Law Enforcement Executive Associates.
