According to police, early on Sunday morning, Dobbs Ferry-native Harold Choi, 39, was arrested after police found him asleep behind the wheel of his car. Brian Sanchez, 23, of White Plains, was caught later that night driving a car with a license plate that was registered to a stolen vehicle, according to police.
Shortly before 4:30 a.m., police responded to a reported “vehicle parked in a dangerous location” on Saxon Woods Road. While investigating, Officer Steven Delbene “observed a hypodermic needle on the lap of (the passenger, who) also appeared to be bleeding from a small hole in his arm, consistent with a needle prick.”
Upon waking up, Choi could not identify where he was, why or how he got there. His passenger noted that he had taken heroin earlier in the day, and was transported to the White Plains Emergency Room after struggling to stand and suffering difficulties breathing.
According to a police report, Delbene “continued speaking with Mr. Choi. (He) advised me that he also does heroin and had taken it ‘last night.’” When asked why he passed out inside his running Honda Accord, he said he was simply “tired.”
After struggling through standardized field sobriety tests, Choi was arrested and charged with a misdemeanor count of operating a motor vehicle under the influence of drugs and failure to exhibit a license for valid operation of a vehicle, an infraction.
Later that day, shortly after 10 p.m., police were alerted to a vehicle with a confirmed license plate that had been reported stolen out of New York City. During a traffic stop on Weaver Street, driver Brian Sanchez stated, “the vehicle was his, but he borrowed the license plate from a friend,” according to the police report.
Police were able to confirm Sanchez’s story, and arrested him on a misdemeanor count of criminal possession of stolen property, while also citing him for operating an unregistered motor vehicle that had not been inspected.
Both defendants were released on bail and are due back in Scarsdale Village Court on Wednesday, Aug. 20.
