"We've got a new mayor," state Sen. Bob Duff said Tuesday night.

Rilling collected more than 54 percent of the total vote Tuesday, according to unofficial preliminary results. His vote total was more than 1,500 votes larger than Moccia's.

An elated Rilling said he had a mandate, with voters calling for a change in Norwalk.

"We did it with volunteers, people who believe in a new Norwalk," Rilling said. "I am humbled, I am honored, and I look forward to the next two years."

Rilling praised the campaign. "We stayed focused, we stayed positive, we kept on message."

Moccia had conceded earlier, at about 9 p.m.

"I just talked to Harry Rilling and offered my congratulations to him," Moccia said in his concession speech. "We've had four great terms and we walk out with our heads held high."

Moccia took responsibility for the loss, but said, "I turn a city that is in good shape to Mayor-Elect Rilling."

The outgoing mayor was pleased with the campaign and said he left with no regrets.
