Scarsdale Board Adopts Budget, OKs Retirements

SCARSDALE, N.Y. – Scarsdale's Board of Education formally adopted its 2012-2013 budget Monday night and will send the $141,790,579 spending plan to Scarsdale voters on May 15 . The budget, which came in under the tax levy cap, will need only a simple majority vote to pass. School budgets that exceed the cap require a 60 percent vote to pass.

Should the budget fail to pass, the board can resubmit it for another vote of make adjustments and submit a new budget. If the second vote fails, the budget automatically reverts to the 2011-2012 figure, which is $138,443,938 or $3.35 million dollars less than the current proposal.

Monday night's vote went forward without discussion and the budget was approved unanimously along with a long string of resolutions ticked off by board President Jill Spieler. The vote came shortly after the acknowledgement of the retirement of two Heathcote Elementary School employees – nurse Kathleen Groat and part-time occupational therapist Leslie Linville – and two elementary school teachers – Amy Ogden and Barbara Rose, both from Fox Meadow – all effective July 1. The acknowledgement of the two redheaded Fox Meadow teachers was made by first-year Fox Meadow Principal Duncan Wilson, who offered a presentation that included a chart that showed his school is now under the 2 percent cap on redheads that sent waves of laughter through the crowd.

In addition to the retirements, the resignations of teachers Sally Cavada of Fox Meadow and Nicole Rosee of Greenacres, effective June 30, were accepted. There were also several leaves of absence and child care leaves that were approved.

Following the retirement acknowledgements, about 30 of the 40-plus people in the audience filed out and the board got down to the business of spending and transferring money and introducing the proposed 2012-2013 school board meeting calendar.

In addition to adopting the budget, the board unanimously adopted the property tax report card that shows for the current year and the proposal for the coming year: the total spending, school tax levy limit prior to allowable exclusions, allowed exclusions, tax levy limit, total proposed tax levy, amount over or under the levy limit and school enrollment. It also shows the reserve fund balance, appropriated fund balance, unreserved, unappropriated fund balance and unappropriated fund balance as a percentage of the total budget.
