A tanker truck carrying bituminous oil, commonly known as asphalt, crashed on US Route 15 on Thursday, according to the Pennsylvania Department of Transportation. Police have identified the 44-year-old man who was struck and killed by a Mercedes driver while crossing the road overnight. Rosedale resident James Douglas Williams, Jr. was struck on Washington Boulevard near Wilbert Lane by a 2014 Mercedes-Benz E350, according to Howard County Police investigators.
